In a series of troubling events, Phillip Capps, a 36-year-old resident of Johnson City, was apprehended by local law enforcement after allegedly carrying out a severe domestic assault while also interfering with emergency communication attempts made by the victim. The arrest was made shortly past midnight on April 8.
The incident leading to the arrest began unfolding at approximately 9:30 PM, on April 7. Officers from the Johnson City Police Department were called to a residence situated on Glenstone Court following a reported domestic violence situation.
Arriving officers were informed by the victim, who remains unnamed for her safety, regarding the harrowing sequence of events. Allegedly, Capps, in an intoxicated state, had trespassed into her residence using an unlocked door. The victim accused Capps of threatening her life with a knife that he held to her throat, in addition to attempting to strangle her on several occasions.
Further information also pointed towards Capps’ effort to impede the resident’s ability to summon emergency assistance. According to the victim, Capps tried to disable her phone to prevent her from calling aid. However, the woman managed to escape the situation and alerted law enforcement personnel.
Upon their inspection of the property, police discovered Capps’ presence hiding within a car stationed in the house garage. Remarkably, Capps was already out on bond stemming from a previous assault charge, further exacerbating his potential legal predicament.
Consequently, the police forces took Capps into custody and transported him to the Washington County Detention Center. There, he awaits legal proceedings under charges of aggravated domestic assault, interference with emergency calls, and contempt of court.
The Johnson City Police Department is leaving no stone unturned in its investigation regarding the incident. The officers are accumulating evidence and seeking substantial leads in order to bring the full extent of Capps’ purported actions to light and to ensure justice for the victim. Details regarding any forthcoming court dates or potential bond for Capps have not yet been disclosed.
