On September 27, 2024, the city experienced relentless rain that led to rising waters, causing significant damage and putting many lives in jeopardy. Just this past Tuesday at the Elizabethton Kiwanis Club, Elizabethton’s Chief of Police, Jason Shaw, took a moment to recognize an individual who showcased extraordinary courage during the flooding. Jarrod Ellis, the Carter County Register of Deeds, was honored with a Certificate of Service for his heroic actions when others were fleeing to safety.
Sgt. Douglas Combs of the Elizabethton Police Department witnessed Ellis’ bravery firsthand as he assisted officers on the front lines of the emergency response. In his nomination letter, Combs highlighted the dire situation that day, writing, “Many areas of our city were underwater with residents still in their homes. Officers were out in the floodwaters rescuing individuals.”
Combs elaborated on the harrowing conditions, explaining that floodwaters were knee-deep and continuing to rise rapidly. “My response took me to the area of Locust Street where I helped evacuate residents,” he noted. “That’s when I saw Ellis. He was already there—wading through dangerous floodwaters, doing what he could to help elderly residents escape.”
Ellis went above and beyond, consistently returning through strong currents to aid those in need. His selflessness was captured by the officer’s body-worn camera, showcasing moments where he disregarded his own safety to ensure the well-being of others.
Chief Shaw expressed gratitude for both Ellis and the police officers who demonstrated similar acts of courage during the flooding. “We’re still reviewing footage to recognize officers for their actions, many of which might not have been captured because they were stripped of some of their equipment to stay safe while in the water,” Shaw mentioned.
As the floodwaters receded, the community of Elizabethton began to rebuild, but it’s the stories of bravery like that of Jarrod Ellis that will be remembered for years to come. The flooding may have brought destruction, but it also illuminated the strength, compassion, and determination that can arise during times of crisis.
