The incident unfolded at 3120 Bristol Highway within the city’s precincts. Responding to the call, the police discovered upon arrival that Tipton appeared to be under the influence of intoxicants while taking care of a 1-year-old child – a situation gravely threatening to the infant’s safety.

Following his medical treatment, he was taken straight to the Washington County Detention Center.
