Carter County Sheriff’s Office Reports Multiple Arrests

Violation of Probation

The Carter County Sheriff’s Office has confirmed several arrests in the past week. David Lee Norton was taken into custody near the Sullivan County Line, on Bunker Hill Road, on a warrant issued from General Sessions Court on April 11.

On April 10, David Scott Graybeal was arrested on Highway 91. Graybeal, who attempted to evade law enforcement, holds active warrants in relation to violation of probation in the General Sessions Court and a warrant from Juvenile Court. Further charges of resisting arrest have also been added.

Julian Shaun Burleson was taken into custody for violation of probation, this arrest was also made on April 10. On the same day, Brian Keith Kimbrel was apprehended for violating community corrections orders according to arrest warrants out of the Criminal Court for Carter County.

The previous day, Ritchie Lane Caraway was apprehended by the Johnson City Police Department. Caraway is charged with violation of bond supervision out of Carter County Criminal Court.

Failure to Appear

Officers also reported several arrests for failure to appear. Billy R. Stines was taken into custody on April 9 after officers recognized him walking at the intersection of Crook Street and First Avenue.

On the same day, Dusty Michael Tapp was transferred from Sullivan County Sheriff’s office custody to Carter County on a warrant for failure to appear. Furthermore, on April 8, Laura Ashley Watts was also detained on a warrant for failure to appear.

Andrea Hardin was arrested on April 7 at the intersection of Blueridge and Stateline Road on a warrant issued for filing a false report, making it the first arrest reported in this series.

Assault against First Responder

On a more grave note, Daniel Ray Allmon was arrested after reportedly throwing a chair at a wall and then violently assaulting a law enforcement officer, Deputy Ronald Goins. Allmon now faces charges including assault against first responder and resisting arrest.

It should be noted that all individuals mentioned are presumed innocent until proven guilty in a court of law.
