In a time when many communities are navigating the challenges presented by police staffing shortages, Bristol, Virginia is stepping up its efforts to bolster its police department. Currently, the department is on the lookout for nine police officer positions, including two new officers dedicated to ensuring downtown safety.
According to Major Darryl Milligan, the department has faced significant losses since 2017, shedding 74 officers, 14 dispatchers, and 7 administrative staff members. Such changes have had a remarkable impact on the department’s ability to respond to the needs of the community. The struggle isn’t unique to Bristol; it mirrors trends seen across the nation as police departments grapple with a tightening labor market.
The factors influencing this trend are multifaceted. Law enforcement agencies point toward a morale decline spurred by two defining events in 2020: the coronavirus pandemic and the poignant national conversation about policing that surged after the tragic murder of George Floyd by a police officer. In fact, a survey conducted by the Police Executive Research Forum found that officer resignations jumped a staggering 47% in 2022 compared to 2019, while retirements climbed by 19% during the same period.
Despite these hurdles, Major Milligan remains hopeful. He emphasizes that being a police officer in Bristol can be a highly rewarding career, highlighting the competitive pay offered to those who join the force. New, non-certified officers can expect to start with a salary of $41,728, and once they complete their training at the police academy, their pay rises to $47,991.
“The priority here is always to ensure we have officers who are honest and possess integrity,” stated Major Milligan. “We need to find the right people—those who truly want to serve as police officers.” He goes on to share that despite the challenges, Bristol offers a vibrant and dynamic working environment. “We stay busy here; our call volume is higher than a lot of other places, but it’s still a very good place to work.”
In a significant move to enhance community safety, the Bristol City Council recently approved funding for the addition of two new police officers who will work specifically in the downtown area. This is in addition to the lone officer already deployed to that bustling location. The goal is clear: to provide an additional layer of security and support for residents and visitors in that vibrant part of town.

To apply, candidates must be at least 21 years old, possess a valid driver’s license, and have no criminal record.
