Desperate to apprehend the suspect, Carter County deputies implemented a pit maneuver resulting in the final disablement of the truck.

With the suspect’s vehicle immobilized, a foot chase ensued. Authorities were finally successful in apprehending Ray. But there was an additional twist – a female passenger, identified as Debbie Garland, was also discovered in the vehicle. Subsequent background checks revealed outstanding warrants for Garland, resulting in her arrest.
