State Proposal for Funding Boosts Hopes for Kingsport Dental Clinic
In what could be a significant leap for dental education and services in Kingsport, Tennessee, a proposed amendment to the 2024-2025 fiscal year state budget offering $6.5 million to the city’s upcoming dental clinic is now under review. This planned funding injection, which awaits approval from the General Assembly, has sparked excitement within the community and could play a crucial role in paving the way for the Kingsport Dental Clinic of the Appalachian Highlands.
A Dream Becoming Reality
For several years, the vision of setting up a dental school in Kingsport has been shared among community leaders. This ambitious dream is gradually turning into a reality with the ongoing construction of the Kingsport Dental Clinic of the Appalachian Highlands. The building started in earnest on February 1st after two long-standing dental insurers – Blue Shield/Blue Cross of Tennessee and Delta Dental – donated a respective quarter-million dollars each towards the project last fall. These generous contributions have helped to lay the foundation for what will soon be a full-scale college of dentistry.
A Comprehensive Dental Hub in the Making
Located within a 7,000 square-foot space at the West Sevier Professional Building, close to the Ballad Health’s Holston Valley Medical Center campus, the dental clinic is set to transform dental services within the region. Once operational, it will function as a rotation site for dental students and provide a full-time Advanced Education in General Dentistry residency. Furthermore, it will host dental hygiene student rotations from East Tennessee State University.
Partnership and Collaboration
Behind the birth of the Kingsport Dental Clinic is a history of hard work and partnership. In October 2022, a memorandum of understanding was signed between the city of Kingsport, the University of Tennessee Health Science Center, Ballad Health, and East Tennessee State University. This agreement signaled an historic collaboration, combining two public universities, a large number of private corporate sponsors, and community leaders, all committed to the project’s progressive system.
Ambitions for the Future
The Kingsport Dental Clinic is just the starting point for broader plans geared towards improving the overall dental health services in the city and wider region. The dean of the College of Dentistry, James Ragain, expressed this sentiment, stating that the ultimate goal is to establish a significant training site in Kingsport where third- and fourth-year students can complete their degree. The clinic is just the beginning.
Healthy Smiles Initiative
A crucial aspect of the UT College of Dentistry’s Healthy Smiles Initiative, the new dental clinic is designed to expand access to dental care across the state by escalating dental class sizes and introducing new clinical sites for student rotations.
Fostering Higher Education
Beyond contributing to the health sector, the dental clinic is also expected to enhance Kingsport’s thriving educational landscape. Alongside the Kingsport Center for Higher Education, which is administered by Northeast State Community College and accommodates academic establishments such as East Tennessee State University, the dental clinic will further solidify Kingsport’s strong commitment towards fostering higher education.

If the proposed funding is granted, the project could cement a promising vision of advancement for Kingsport’s dental sector on several fronts. It could potentially transform the dental health ecosystem within the region and state, about which Kingsport Mayor, Pat Shull, expressed his commendation for the support and hard work of the local legislative delegation leading this endeavour.
